News Release
SAN DIEGO – Cmdr. Jonathan Totte relieved Cmdr. Erich Telfer as commanding officer of Pacific Tactical Law Enforcement Team (PACTACLET) during a change of command Ceremony July 9, 2010.
During the ceremony, Totte assumed command responsibilities from Telfer as commanding officer of PACTACLET, as Capt. Mark Hemann of the Deployable Operations Group (DOG) out of Washington, D.C., presided over the ceremony.
Totte is reporting to the Office of Counterterrorism and Defense Operations at Coast Guard Headquarters, Washington, D.C., where he served as the Deputy Chief. Telfer will be reporting to Headquarters.
The change of command ceremony is a time-honored tradition, which formally restates that the continuity of command will be maintained. It is a formal ritual, conducted before the assembled company of the command. It conveys to the officers, enlisted personnel, civilian employees, and auxiliarists of the Coast Guard that although the authority of command is relinquished by one person and is assumed by another, it is still maintained without interruption.
The Pacific Tactical Law Enforcement Team is part of the Deployable Operations Group and deploys all over the world. The members of PACTACLET are training the world’s navies, assisting foreign governments, providing law enforcement expertise aboard Coast Guard Cutters, and patrolling aboard USN, British, and Dutch warships.
